Kasich Appoints Albert Davies to Belmont County Court of Common Pleas July 25, 2018 COLUMBUS – Today Governor John R. Kasich announced the appointment of Judge Albert E. Davies of St. Clairsville (Belmont Co.) to serve as a judge on the Belmont County Court of Common Pleas, Juvenile and Probate Division. Judge Davies will assume office on August 6, 2018 and must run in the November 2018 election to complete the remainder of the unexpired term which ends February 8, 2021. Judge Davies is replacing Judge J. Mark Costine who retired. Davies received his bachelor of science degree from Miami University and his juris doctorate from the University of Toledo. He currently serves as judge for the Belmont County Court, Eastern Division, and was previously acting judge on the Belmont County Court, Western Division. Prior experience includes service as solicitor for the Village of Dillonvale, law director for the City of St. Clairsville, and general counsel for numerous school districts in the Belmont County area. Judge Davies is a member of the Ohio Bar Association as well as the Belmont County Bar Association for which he previously served as president. He is a member of the St. Clairsville Chamber of Commerce, and serves on the Boards of Directors for Belco Works and the Belmont County Special Olympics. Judge Davies has been admitted to the Bar in Ohio, Pennsylvania, and West Virginia.
