Executive Order 2019-20D

Creating the State of Ohio Narcotics Intelligence Center

WHEREAS, Ohio is facing the worst drug epidemic in my lifetime. Every county in Ohio and every city, town and village – urban and rural – is affected. The human toll, the increased crime, and the economic and societal damages caused by this epidemic are devastating; and

WHEREAS, my first action as Governor was to sign Executive Order 2019-01D creating RecoveryOhio.  The Ohio Constitution confers upon the Governor the duty to faithfully execute the laws of Ohio.  RecoveryOhio works in part to support local law enforcement in investigating, arresting, and prosecuting drug traffickers; and

WHEREAS, Ohio law enforcement is facing unprecedented challenges in stopping the flow of illegal narcotics into our communities. Every law enforcement jurisdiction in Ohio is affected; and

WHEREAS, Ohio’s drug task forces play a critical role in the fight to stem the spread of addiction, which is why I believe it is absolutely essential that the State supports them in their work; and

WHEREAS, Ohio currently lacks an information-sharing network specifically dedicated to narcotics investigations; and

WHEREAS, using technology to combat the drug epidemic aligns with my administration’s InnovateOhio program, which works to use technology to improve State services; and

WHEREAS, this Executive Order includes the creation of a 21st century law enforcement data infrastructure that allows real-time, statewide law enforcement data sharing and brings state-of-the-art data analytics and crime prediction to every Ohio law enforcement agency; and

WHEREAS, this Executive Order also included the expansion of proven drug task force models to tackle flow of money and drugs from drug cartels;

NOW THEREFORE, I, Mike DeWine, Governor of the State of Ohio, by virtue of the authority vested in me by the Constitution and laws of this State do hereby order and direct that:

The Ohio Department of Public Safety shall promptly create, as a subunit, the State of Ohio Narcotics Intelligence Center for the purpose of aiding Ohio task forces and law enforcement agencies in the administration of criminal justice, including assisting in the detection, apprehension, detention, prosecution, and adjudication of accused persons or criminal offenders.

I signed this Executive Order on July 31, 2019 in Columbus, Ohio and it will not expire unless it is rescinded.
