COLUMBUS— Ohio Governor-elect Mike DeWine today announced additional nominees for Members of the Governor’s Cabinet as well as appointed numerous people to serve in senior staff roles in the Governor’s Office.
Nominee for Director of the Department of Administrative Services
Matthew Damschroder is currently the Assistant Secretary of State of Ohio and Chief of Staff to Ohio Secretary of State Jon Husted, a post he has held since 2015. In that role, he oversees all of the office operations including the creation of new businesses in Ohio, campaign finance filings, elections administration, information technology, human resources, finance and communications. During his tenure, the office has implemeted online voter registration, increased efficiency in operations, and improved customer service, which has resulted in reducing the cost for new businesses and a 100% cut in taxpayer funding for office operations.
Damschroder previously served as the Director of Elections in the Secretary of States Office and as the Director of the Franklin County Board of Elections. He holds a Bachelor’s Degree in Business Administration and a Master’s Degree in Public Affairs & Management, both from The Ohio State University. Damschroder resides with his wife, Carrie, and their two children in suburban Columbus.
Nominee for Director of the Development Services Agency
Lydia Mihalik is the 55th and current Mayor of the City of Findlay, Ohio, having taken office on January 1, 2012. She is the first woman to hold the city’s top post.
Mayor Mihalik has given special attention to issues of flood mitigation, job creation, and improving the way that the city delivers services to their residents. She has been a strong proponent of the Small Business Development Center (SBDC) and workforce development, which is led in the city by a separate nonprofit called, Raise the Bar.
Mihalik is a 2010 graduate of the Jo Ann Davidson Leadership Institute and a 2010 graduate of the Government Leadership Academy. She serves on the Hancock County Red Cross Board of Directors as well as Board of Directors for The Partnership for Excellence.
She is currently a board member for the Ohio Mayors Alliance, a collaboration of Ohio’s 20 largest cities, and has served on the Advisory Board for the U.S. Conference of Mayors (USCM) and appointed Chair of the USCM Standing Committee on Children, Health and Human Services. Since 2018, she has served as Vice Chair of the USCM Women Mayors Leadership Alliance.
Prior to her election as Mayor, Mihalik was the Grant Administrator for the Hancock Regional Planning Commission where she was responsible for generating millions of dollars in grant revenue for local governments in the region. Mayor Mihalik and her husband, Drew, have three children, Joseph, Elizabeth, and Delaney.
Nominee for Executive Director of Opportunities for Ohioans with Disabilities
Kevin Miller is currently the Executive Director of Opportunities for Ohioans with Disabilities (OOD), a post which he has held since January 2011. The department is responsible for providing individuals with disabilities the services and support they need to attain and maintain employment. OOD is also responsible for processing and adjudicating social security claims for Ohioans who file for disability.
Under Mr. Miller’s leadership, the agency achieved compliance with the U.S. Department of Education’s audit findings, implemented a standardized fee schedule for services, increased membership of businesses committed to hiring individuals with disabilities through the Ohio Business Leadership Network, and eliminated the waiting list by releasing more than 17,000 individuals waiting to be served.
Miller has over 25 years of public service with the state of Ohio, including over a decade of experience in senior-level leadership at various state agencies. He is a member of the National Autism Society, Autism Speaks, the Association of Ohio Commodores, and is a Past-President of the Mark J. Youngpeter Memorial Scholarship Fund. Miller is a former member of the West Jefferson City Council. He holds a Bachelor’s Degree from Ohio Dominican University and a Master’s Degree from The Ohio State University.
Nominee for Director of the Ohio Department of Rehabilitation and Correction
Annette Chambers-Smith is currently the General Manager of Payment Services for JPay Incorporated, A Securus Technologies Company in Miramar Florida, which works to connect friends and family with incarcerated loved ones through a variety of corrections-related services in 35 different states. She has also served as the Chief Operating Officer (COO) of the same company.
Chambers-Smith served for over two decades in the Ohio Department of Rehabilitation and Correction, most recently as Deputy Director in the Office of Administration. In that role, she managed the business organizational operations. During her time at ODRC, she worked to create a more efficient environment in the department, reducing staff resource needs by 55 percent and cutting millions in waste from the operating budget.
Commissioner of the Department of Taxation
Jeff McClain is currently the Director of Tax and Economic Policy for the Ohio Chamber of Commerce, where he worked to achieve passage of the Municipal Income Tax changes in the most recent biennieum budget. Prior to his work at the Ohio Chamber, McClain was a Member of the Ohio House of Representatives where he served as Vice Chair of the House Finance Committee and as Chair of the House Ways and Means Committee. Prior to serving in the Statehouse, McClain was the Wyandot County Auditor for 26 years.
McClain is from Upper Sandusky, Ohio. He and his wife, Barb, have three adult children and seven grandchildren.
Director of Cabinet Affairs
Ryan Burgess will begin serving as Director of Cabinet Affairs on January 14, 2019. He currently serves as the Director of the Governor’s Office of Workforce Transformation where he has been tasked with developing Ohio’s skilled and productive workforce for the jobs of the future. Prior to his current post, Burgess served as the Assistant Director of the Ohio Development Services Agency where he was responsible for the day-to-day operations of the agency.
Before his start in public service, Burgess worked at Fifth Third Bank in various executive roles.
Burgess is a native of Findlay, Ohio, and a 1993 graduate of The College of Wooster. He resides in suburban Columbus with his wife and daughter.
Director of Policy to the Governor of Ohio
Michael Hall will begin serving as Director of Policy to the Governor on January 14, 2019. He most recently served as the Policy Director for the DeWine-Husted for Ohio Campaign.
Prior to his service on the DeWine-Husted campaign, Hall was a partner with Ice Miller, LLP in their government affairs practice group. He also served in the office of then-U.S. Senator Mike DeWine.
Hall previously served as Director of Outside Counsel to Ohio Attorney General Mike DeWine where he directed the delivery of legal services by 150 law firms to over 90 state agencies, universities, colleges, and retirement systems. He also advised the Attorney General on economic development and workforce issues and managed all of the securities fraud litigation, and other complex investor litigation for the state.
Hall holds a bachelor of arts from Cedarville University and a Juris Doctorate from Washington University School of Law in St. Louis, Missouri.
Director of Legislative Affairs to the Governor of Ohio
Dan McCarthy will begin serving as the Director of Legislative Affairs to the Governor on January 14, 2019. He most recently served as President of The Success Group where he was responsible for the firm’s day-to-day business operations. He has an extensive background in health care issues, and has worked heavily in the areas of transportation, telecommunications and other fields.
Prior to his work with The Success Group, McCarthy worked as a legislative staffer in the Ohio House of Representatives, primarily focusing on budget issues. He has also managed a number of successful political campaigns for Congress and the Ohio General Assembly before joining The Success Group.
McCarthy has a Bachelor’s Degree from Oberlin College. He resides in suburban Columbus with his wife, Nikki. They have four children, Samantha, Finn, Joe, and Jack.
